Circulation & Checkout Policy

The Clinton Public Library belongs to the Evergreen Indiana Library Consortium, which includes as a fundamental objective the ability of library patrons to see and borrow library materials from all participating Evergreen Indiana Libraries.

An Evergreen Indiana library card is required in order to check out materials at an Evergreen Indiana Library. Patrons of the Evergreen Indiana Consortium libraries presenting the proper identification are eligible to receive an Evergreen Indiana library card from their home library subject to certain limitations.

An Evergreen Indiana library card is not transferable to another user.

Patrons of Indiana public libraries not participating in the Evergreen Indiana Consortium may be able to receive a library card at an Evergreen Indiana library pursuant to reciprocal borrower and other agreements. Users from non‐participating Indiana libraries will not have the same privileges as Evergreen Indiana patrons and such privileges may be suspended at any time without notice.

Circulation of materials will be limited to the following types of borrowers:

·       Resident Borrowers are permanent Clinton Township residents or one who owns taxable property in Clinton Township.

·       Reciprocal Borrowers are those who do not reside in Clinton Township but reside in a library district that has a reciprocal borrowing agreement with the Clinton Public Library. Use of the Evergreen Indiana card by reciprocal borrowers is limited to the Clinton Public Library.

·       Non-Resident Borrowers are those who do not reside in a library district and therefore cannot borrow materials as a reciprocal borrower.  Non-residents must purchase a library card by paying a prescribed annual or a pro-rated three-month fee determined by the Clinton Public Library Board of Trustees.

·       PLAC Card Borrowers are those who purchase the “Public Library Access Card”: an annual card that can be used to borrow at any Indiana Library.  The Indiana State Library sets PLAC card fees.  Note that a person residing outside Clinton Township wishing to purchase a PLAC card must also have a Paid Card.

·       Non-resident Student Borrowers are students residing outside Clinton Township, who do not qualify for reciprocal privileges, and who attend any school within the South Vermillion School Corporation district.  The student borrower is the only household member that can obtain student borrowing privileges.

Library Card Application
Process Proper identification – one of the following -- must be presented to apply for an Evergreen Indiana library card:

          A valid Indiana Driver’s License which displays a current address;

          A valid Indiana State ID which displays a current address, or

          A current government-issued photo ID.

If the presented identification does not display a current address, the applicant must present one additional item as follows as proof of residency or property ownership in Indiana:

          Valid voter registration card.

          Valid current government issued ID (e.g. military ID or passport)

          Bank statement issued within the last 30 days

          Utility bill issued within the last 60 days,

          Property tax receipt

 A parent or legal guardian showing proper identification may register a minor child (under 18) for an Evergreen Indiana library card. The minor should be present when the Evergreen Indiana library card is issued. Registering a minor child for an Evergreen Indiana library card denotes acceptance of responsibility for all fees, fines and payment for lost or damaged materials charged on such minor’s library card. Emancipated minors will be asked to present evidence of their status to void the necessity of the presence of a parent or guardian.

Registering a minor child for an Evergreen Indiana library card denotes an acknowledgement and understanding that Evergreen Indiana libraries own and circulate print materials, videos, DVDs and unrated television series that may be geared toward a more mature audience and that a minor child will have access to these materials and will be able to check out any of these materials. A parent or guardian may request a “limited access” card which prevents the user from checking out “r‐rated” audio visual materials. 

Signing an Evergreen Indiana library card denotes acceptance of responsibility for all fines and fees and for payment for lost or damaged materials. All outstanding fines must be collected before a new card is issued.  Patrons are advised to contact the library to report a lost or stolen library card. If a card is lost before its expiration, a duplicate card will be issued for $2.00.

Resident Borrowers Cards expire two (2) years from the issue date. All other cards expire one year from the issue date, except for 3 month paid cards. 

The following borrowers must meet additional requirements as follows:

Reciprocal applicants
must show their library card from their home library.

Non-Resident applicants
must pay the three-month or annual fee. Paid cards expire either three months or one year after the issue date.

PLAC Card applicants
must show their home library card and pay the current PLAC card fee for each card they want.  If they are not a resident in a library district or do not display their current home library card they must purchase a Paid Card as well.  PLAC applicants receive an Evergreen Indiana card as well as the PLAC card issued by the Indiana State Library. 

Non-Resident Student Borrowers must present a valid school I.D. or have their enrollment verified by phone before a card is issued.

Material Circulation

Loan Periods
Circulating books and audiobooks may be checked out for 21 days and may be renewed one time, for an additional 21 days, unless a Hold request has been placed by another patron.

·       Some new books may be limited to 14-day check-out, with one 14-day renewal.

·       DVD’s and videos may be checked out for 7 days and renewed one time for an additional 7 days. No Holds may be placed on videos/DVDs, but teachers may reserve classroom related videos.

·       Some new DVDs may be limited to 3-day checkout with no renewals.

·       Music CDs may be checked out for 14 days and renewed one time.

·       Back issues of magazines may be checked out for 7 days and renewed one time for an additional 7 days.

·       The library has a limited collection of paintings for loan, which may be checked out for up to 3 months with a $10 deposit per painting. 

Number Limitations on Circulating Materials

Evergreen Indiana borrowers may have a total of 100 items checked out at one time from libraries in the Evergreen Indiana system. However, to enable everyone to have reasonable access to our materials, we ask that borrowers observe the following limits at our library:

·       Adult and Young Adult Departments: 25 total items per borrower; with a limit of 5 music recordings or 5 audiobooks per borrower.

·       Children’s Department:  5 items a one time; except SVCS teachers may check out up to 10 non-fiction books per topic.

·       Videos: Limit of two videos or DVDs from each department per family with a maximum of six videos/DVDs per family.  Movies must be used for home viewing only.  Teachers may show students videos/DVDs marked with a green dot; these are licensed for public performances.  The library will inform teachers of this but will not restrict teacher access to any video.

·       Our library’s policy is that children and young adults may not check out DVDs or videos from the Adult Department. Anyone under 18 with a Restricted Access Evergreen card (by parental request) may not check out R-rated DVDs or videos from any Evergreen Indiana library.

Fines and Collections

Loss of Privileges: A patron’s card will be “blocked” from receiving services, if the patron has 15 or more overdue items, orowes $10 or more in unpaid fines and/or fees.

Fines/Fees: To encourage the prompt return of materials, the Evergreen Indiana libraries have established a schedule offines to support the timely return of materials on the date due. Overdue materials incur fines of 25¢ perday per item with a $10.00 fine cap per item.

Overdue Notices: Overdue notices are sent via email and/or U.S. First Class mail as a courtesy by the Evergreen Indianalibraries. Failure to receive notices does not exempt patrons from the responsibility for payment for librarymaterials or overdue fines and fees.

Paying Fines and Fees: Evergreen Indiana library fines and fees must be paid at the billing library. Patrons may pay all or a portionof overdue fines. A patron’s record will remain blocked or barred until the fines and fees are paid or thepatron has resolved the matter with the particular library to restore his or her privileges.

Lost Items: A patron may inform library staff that an item is “Lost.” The replacement cost of the item, the outstandingfines and a processing fee of $10.00 will be assessed to the patron’s card. A patron is encouraged to notify the library that an item is “Lost” to stop the accruing of additional overdue fines.

Damages: The Clinton Public Library charges a $1.00 fee upon return of library materials if a barcode is damaged or removed, a video/DVD case damaged or lost, or an audio/CD case is damaged or lost.

Public Access Computing

The Clinton Public Library offers access to the computers and the internet to meet the informational, recreational, and educational needs of our community.  Public access computer workstations are available in the adult and young adult departments. Laptop computers are also available for use in the library.  (For laptop use, see additional guidelines under Laptop Checkout Policies.)  All workstations and laptops provide MS Office applications as well as internet browsing. The use of this technology is a privilege.  Patrons using library computers or laptops must read and agree to the conditions set forth in this policy. Failure to comply with the guidelines in this policy may result in the loss of the right to use the library computers.  

PROCEDURES and POLICIES for COMPUTER and INTERNET USE

Use of the public access computers is generally on a first-come, first-served basis.  Because of high demand, computer use is limited to one hour at a time, two hours per person per day, unless additional time is needed for distance learning or classroom assignments. 

Computers in the Adult Department are for use by those over 17 years of age. 

Computers in the Young Adult Department are for use by those 17 or younger, except during the school day (before 3 p.m.) when adults may use a YA Department computer if no others are available.

Patrons using a public access computer must register at the circulation desk and be prepared to show a valid library card or other identification.  Patrons with outstanding fines or overdue library materials may be prohibited from using library computers. 

Minor internet access:  Minors 17 years and under are restricted to computers in the Young Adult Department; they must have a parental consent form signed and be prepared to show identification before they will have access to the internet.  The parent or guardian must fill out the forms at the circulation desk and these will be kept on file.  For minors 11 years and under who are still in elementary school, the parent or guardian must be present at the computer at all times during internet access. 

The library staff will assist patrons with the computers, but because of the many different programs and applications available, the staff may not be able to provide complete technical support.

Patrons may print from computer workstations for a fee of $.10 per page (b&w); printing is not available from laptops.

LEGAL GUIDELINES and PROTECTION MEASURES

Resources of the Internet are for educational, informational and recreational purposes only and not for unauthorized, illegal or unethical purposes. Actions that violate local, state, or federal law will be prosecuted.

The use of text or graphics that are legally defined by the state and Federal law as obscenity or child pornography is prohibited.

Unauthorized disclosure, use or dissemination of personal information regarding minors is prohibited.

Users must respect the privacy of others by not attempting to modify or gain access to files, passwords or data belonging to others; by not seeking unauthorized access to any computer system or damaging or altering software components of any network or database. 

In compliance with the Children’s Internet Protection Act, the library uses technology protection measures on Internet computers to protect against access to visual depictions that are obscene, or that may be defined as child pornography, or harmful to minors. However, the library cannot completely control the resources found on the Internet. Parents are ultimately responsible for monitoring material accessed by minors.

In the interest of free access, the library staff will allow any adult wishing to access a blocked site to request that the blocking measures be temporarily removed.

Because the Internet is a global electronic network, there is no federal, state or local control of its users or contents.  The sources and information cannot be guaranteed to be accurate, complete or current. Users should use critical judgment in relying on the information found.

Because computers are located in public areas, the library cannot guarantee privacy or confidentiality. Users are also warned that the privacy of e-mail and other communications is not guaranteed.

The Clinton Public Library assumes no responsibility for damages to a user’s computer, external drives or files arising from the use of the Internet through a library connection.

U. S. Copyright Law (Title 17, U.S. Code) prohibits the unauthorized reproduction or distribution of copyrighted materials, except as permitted by the principles of “fair use”.  Patrons may not copy or distribute electronic materials without the explicit permission of the copyright holder.  The library disclaims any liability arising from access to or use of information from the Internet through its facilities.
